The IMF conducted a remote technical assistance (TA) mission from March 1 to 12, 2021, to help the National Statistics Office of Mongolia (NSOM) compile a monthly indicator of economic activity (MIEA). Experimental results describe monthly economic activity from January 2010 to January 2021 as well as the impact of the COVID-19. This second mission for developing the MIEA was funded by the IMF's Data for Decisions trust fund1 (D4D).

A technical assistance (TA) mission was conducted by the International Monetary Fund’s (IMF) Regional Technical Assistance Center for Southern Africa (AFS)1 during November 22–26, 2021 to continue assisting Statistics Botswana (SB) with developing the producer price index (PPI). Due to ongoing COVID-19 related travel restrictions, this mission was conducted remotely using Microsoft Teams, WhatsApp, and email. Previous missions to assist with developing price indexes were held in February 2019 and October 2020.

This Selected Issues paper analyzes investment strategy to foster structural transformation in Rwanda. Over the past 15 years, Rwanda has transformed its economy by moving workers out of agriculture into mostly services and some industry. This has been accomplished through strong public investment flows and efficient public investment management. Going forward, the challenge is whether the private sector can complement the infrastructure assets put in place by the public sector and maintain economic momentum. It will also require continued effort by the government in raising education standards, better matching qualifications offered to students to those most in demand by employers, and lowering electricity and transportation costs.

This note provides an update on the status of Doha negotiations and an outlook on significant non-Doha trade issues that should be tackled in the near future. Section II investigates what has stalled progress on Doha since the IMF Executive Board was last briefed in October 2008 (World Bank and IMF, 2008). Section III illustrates that notable gains would come from a Doha conclusion, both from actual new market access and--perhaps more crucially--from the added trade security that Doha would bring. However, Section IV suggests that the time may now have come to devote more resources to discussing important non-Doha issues at the WTO. Section V concludes that the Fund should continue to support both a Doha conclusion as well as the important work on non-Doha issues.

Updates the Board on progress in the WTO negotiations under the Doha Development Agenda in the run-up to the Hong Kong SAR Ministerial in December, and presents proposals on aid for trade to be submitted to the Development Committee and International Monetary and Finance Committee in September as requested during the spring meetings.

Abstract

This paper discusses the IMF’s New Facilities for Structural Adjustment (SAF) for helping the poor. The first arrangement supported by the SAF was approved by the IMF’s Executive Board in August 1986. By the end of February 1992, 35 countries had already used resources under SAF arrangements and 19 under enhanced structural adjustment facility arrangements. For several of these, donors have used the policy framework paper as a basis for deciding their own loan commitments. It is hoped that the IMF’s part in the international effort to deal with the crisis in the poorest countries will make an effective contribution to improving their well-being in a sustainable way.
